About Stephen Balaban

Stephen Balaban spent 25 years as a law enforcement officer and senior sergeant with the Village of Hunting Valley Police Department — and during that time, he became the department’s grant management specialist, securing more than $1,700,000 in public safety funding. After retiring from full-time law enforcement in 2024, Stephen founded Pine Valley Consulting to bring that practitioner experience directly to the agencies, schools, and nonprofits that need competitive grant support but don’t have the internal capacity to pursue it effectively.
